The problem can only be one of two things:
He is so shy/embarrassed/nervous/uptight that he just can't relax and make it happen.
He seriously does not find you sexually arousing. If this is the problem, ask him what turns him on. you could start by what his fantasy is (since that's probably what he's thinking about when getting a bj)
It might hapened from time to time. Just wait and be nice and before you know everything is as usual.
I had the same problem with this gf of mine. It went away and we always had great sex we both enjoyed after. It was very hard for her to take because she blamed herself of course.
