Is it normal the head of my penis is always dry?

my head is always dry and it hurts to rub when my forskin isn't covering the head. i know this is not normal but i am just looking for some advice. i am embarrassed to go to the doctor in case he cant fix it. has anyone ever had to deal with this problem before? is it fixable without surgery?

    It's normal for circumcised penis to dry but uncircumcised penises stay moist not dry wash it with soap with no purfume and use baby oil or vaseline to restore it's moister
