Is it normal that workers never get fired in retail stores

I work with this Russian guy who comes into 30 minutes late, take extremely long breaks and never listens to anyone including the managers. They are cutting his hours to nothing but not firing him. I mean either he refuses to do tasks or when he does them takes 4 times as long; holding us up when we need to go home. Wouldn't any manage fire his butt for being so incompetent? Oh and get this: He asks out co workers and customers.

    Where I used to work, no matter what race you were, employees would yell racism. Management didn't know what to do. So, the slackers stayed and made it horrible for everyone else.

    In my retail experience, that's typical. At Kmart, people are very rarely fired. Most of the time, the employee will just have their hours reduced if anything at all. You're only fired if you do something outlandish.

    He is probably trying to get fired for unemployment money, but if he quits he won't get it. Both him and management know this.

    I've worked in retail and we fired people constantly. Sounds like you don't have a strong management team.
