Is it normal that we have gone this long without hugging/kissing?

Ok, so to make the long story short. I am in love with my best friend. She is a girl, and I am a guy. We have been friends for almost 7 years now. We always used to joke about one day that we would marry each other. Now that we are adults at college in San Fran, we spend SO much time together. However, I've already told her how i felt, subtly. She said that she wasn't ready for a relationship and that it's weird since we have been friends for so long. I'm sure that many of you have gone through this at least once... I accepted this and we continue to hang out. Every time she is in my company, she lights up and thrives in my company. She laughs at all of my jokes, she is constantly texting/calling me and never talks to me about other guys. If you could only see how happy I make her, our chemistry etc. Now, lately its become so blatantly obvious she likes me, enough, to the point where she almost looks open to the idea of hooking up but we haven't spoken about it. I'm so sure she wants to though. Our relationship is literally just like that of boyfriend and girlfriend just without intimacy. Is it normal that we haven't at least kissed yet? I don't want to live like a freak anymore.
