Is it normal that this website doesn't let one report or block

There's an individual who goes around (a) posting useless, abusive comments on people's posts (often off-topic) and (b) this person decided to berate my sister and myself. Is there a way to report someone because I'm itching to do that right now.

    You know, it's times like these that makes 4Chan seem more mature.

    People say things on the internet, sometimes they are nasty things. Grow thicker skin. If it's a threat being made to you or something, then I can get that but other than that, people need to realize that the world isn't rainbows and bunnies. ^_^
