Is it normal that someone has dark body hair before puberty?

My brother is 10, and has yet to hit puberty. However, he has dark hairs on his arms and upper lip. Is it normal?

    yes its normal... thats called peach fuzz for the upper lip(normal to get the fuzz at age 8)
