Is it normal that one of my friends is my "flirt buddy"

I have this friend and every time I see him we always start talking or doing something stupid. He's always playing with my hair and teasing me for no reason. I'm always touching his arms and laughing at all his jokes. My friends make jokes about us going out. Sometimes he plays it off but other times he'll hug me and tickle me like we really do go out. I just laugh and pretend like I don't care but to be honest he is really cute. We love to hang out and talk all the time but we would never go out with each other. Is this normal?
