Is it normal that my stepdad touches my sister

I waken up and saw my step dad.He told me to sleep but i couldn't.As he pass by he touch my sisters crotch.I couldn't tell.Then he puts his hands in her bra and feels it.I don't know how to tell my mom or sister.Is this normal?

    Like that song Sean Kingston wrote "somebody call 9-1-1".
    Do whats write, tell your mom and sis, then call the cops.
    Or tell an uncle or close male relative to kick his ass.
