Is it normal that my skin gets splotchy when i cry?

When I cry the skin around my collarbone, my cheeks, and the skin around my lips gets these red splotchy places. It's not like I rub my skin there while crying. It just appears. The splotches go away within 20 minutes of when I quit crying. It's not harmful in any way but is it normal for this to happen?

    This happens on my face too if I'm crying bad. It has to be normal.
