Is it normal that my sisters think they can do whatever they want??

Is it normal that my two little sisters think they can do whatever they want? My parents are separated so we live in two different houses. At my mum's they do what they told (sort of) and they don't create a chaotic mess wherever they go. However when we are with my dad, they leave dirty plates and cutlery everywhere and make insane messes, like not normal amounts of mess. It absolutley disgusts me and my dad and whenever he tells them, even though he shouts at them, they just smirk and talk back to him. I just don't understand how they can think its okay?

My dad sleeps in the living room on the sofa in his flat as there aren't enough bedrooms. this means the living room is his space. whenever my sisters go in there they leave a horrific messfor him to clean up, including food. I found an old potato shoved down the cushions of the sofa one time, that isn't normal right? They can't be that disgusting?! And they certainly can't think its okay to ruin my dad's room like that can they?

It's horrible and makes me hate living with them, the day i leave for university is the day i am free. Is this behaviour normal for them?!
