She is 17 and in 11th grade. She has never had a boyfriend or kissed anyone. I am actually happy about it because that's my lil sister.

    I think it's normal, as in nothing is wrong with her for it. I think it isn't average, though.

    I was 20 before I had my first boyfriend and kiss.

    and no she's fine, maybe she just isn't around anyone worth kissing which can happen
