Is it normal that my mother is always muttering?

She's 52. Sometimes she can spend hours just talking under her breath, usualy i don't understand what she's saying, but when I do it doesn't make any sense. Also sometimes she can say the same thing over and over non stop for about 5 min.

If you're concerned, maybe you should run it by her to see if she knows she's doing it :/. You never know when it could be serious.

This reminded me of when my niece was younger. She started crossing her eyes. My family thought it was a cute habit, but I was concerned so I told my brother and my sister in law. It turned out that she was far-sighted and needed glasses. She was only two at the time so her vocabulary wasn't developed enough to let anyone know that she couldn't see things from far away. I'm glad I said something.

Talking to oneself is okay, but repeating it over 5 times isn't really, but I often do the same:/
