Is it normal that my indian boyfriend can't speak english?

I am an Indian from Malaysia , I feel more comfortable speaking in English than my own mother tongue, Tamil. Well I have been with this Indian guy for a month now and he seems to be perfect in every way except that he can't speak English fluently. I do know tamil but I would not like to talk in Tamil 24/7. He can't understand if I use big words and I try my best to sound simple just for him. Sometimes, it does irritate me because he won't be able to understand the songs I show him or the funny videos. We can't share those together. Over all that, he's extremely caring, understanding, romantic, he listens to me but lately he's becoming a little possessive too which does irritate me at times. Over all the guys that I have dated, he seems to be more affectionate but there are few things here and there that bug me and I need advice. Kindly help. We're both 18 if that's gonna help in any way.
