I'm the one who asked this question and I thought i'd respond to some of yours:
He seems very serious when he's saying it...if i thought he was joking i wouldn't be asking the question on here BUT he does like to joke around...a lot.
I'm not a model by any means but I am generally considered attractive.
My self esteem is fine, although it was not so good when I was growing up.
He makes these comments every time I see him whatever I'm wearing but is more enthusiastic about it if I'm dressed up.
I don't know if any of that will help you reach a more informed decision or not but since you asked...

What you're pop says to you is a bit on the creepy side, but if it's the only creepy thing he does, then it's probably meant to be nice.

when a man says to a woman "you are sexy" he simply means "I wanna have sex with you".

It would make me feel a bit strange. Try wearing some frumpy clothes and no makeup and see if he still calls you sexy. If he does then maybe he is trying to build your confidence or just being nice.

Well...put it this way. If he was born way back in 29'...girls NEVER showed any skin, back then. Lol my grandpa does that too! Kind of awkward but I barely get to see him cause he lives on the otherside of the world and he does it in a joking way so my suggestion is just laugh it off! :)
