It sounds like an abusive relationship, and maybe that is what she believes she wants and needs, but I think things could be even more twisted.
It's possible he's a highly manipulative psychopath who has managed to push all the right buttons to make her believe the relationship is what she needs. Once you've been sucked in to a relationship with someone like that, you can lose all objectivity. Psychopaths have the ability to basically grind your self-respect down and take over all control of your life. Once that happens, leaving the person can be an unbearably painful prospect. Think of it as being in a tiny cult where the single member has been thoroughly brainwashed to worship the cult leader and believe everything he says.

If there is physical abuse involved, I'd suggest you speak to the police about your concerns. If the local domestic violence unit knows their stuff, they will know how to deal with situations where the abused person isn't complaining about the abuse. They have probably dealt with similar cases before. They may even have dealt with the man before.
I know she's your ex and so you may feel she's not really your responsibility, but consider how you'd feel if you did nothing and things escalated to the point where he injured her seriously or even killed her.
