Is it normal that my friend likes seeing men who don't wear a seatbelt

A few days ago one of my Friends confided in me that while driving he looks at other people in cars and if he see's a man not using a seatbelt, He gets turned on by it. Once he get's home he masturbates while thinking about sitting in the exact same seat the man was sitting in, Daemonn explaind it like this. If the man was driving than Daemonn will imagine he is sitting in the drivers seat and if the man was a passenger he will be driving and Daemonn will be in the passengers seat neither of them wearing a seatbelt. When he is ready to climax he than thinks about the car crashing and both of them hitting/ going through the windscreen and the driver hitting the steering wheel. Most of the time Daemonn does not like wearing a seatbelt but sometimes he does as here we get a big fine and points on our license. This would not have bothered me so much except for the fact that he said he has been doing this for more than 10 years and that he does it at least once a day minimum, Daemonn said he has tried not to look at other people while driving, He tried not wearing a seatbelt for a few weeks to see if it would just go out of his system so to speak He also told me that sometimes while he is driving he will masturbate while not using a seatbelt and than at climax he will hit the brakes just so he can hit the steering wheel and windscreen. He is definately obsessed with men and himself not wearing a seatbelt. I just dont know what to say/ do. Any help/ advice that i can tell him would be greatly appreciated from me.
