Is it normal that my cousin saw me naked???

hi....i am 24 years old and am engaged....due to this my relatives have been frequently visiting me...two days before my 19 year old cousin james was at my home...i went to have a shower and on coming,saw him before me...i shouted at him to go away and tried a lot to cover my pubic areas...but he did not even stir..he kept staring and scanning my body top to bottom with an awkward smile....after this,when we were down having lunch he told me that i was very hot and that he wanted to have sex with me...he keeps on saying these words to me whenever he gets a chance and does not even think that i have a fiance or i will be married a month later...i do not know what to do..please advise me and say that whether it is normal or not..??
