Is it normal that my cousin doesn't say hi or initiate conversation?

My cousin who I have only seen twice in a lifetime plus the few occasions when I did talk to her at school when I first started going to the same one as her doesn't really talk to me or say hi to me unless we make eye contact. I mean she does have a big group of friends and is always talking to them. Also this one occasion, she was right behind me and didn't say anything and went to go talk to her friends. Is this normal?
