Is it normal that my clothing sizes vay so much?

My measuremts are as follows
bust(fullest part) 39"
underbust (right benath the boob) 30"
waist 28"
hips 37"
I wear a size 4 in some jeans and a size 14 in shirts.
My bra size is 30F, and impossible to find, instore, or online for less than a billion dollars.

    Your body is not proportional if the size difference between your upper and lower half is that vast

    30F means that my ribcage is 30" around, and there is nine inches difference with my ribcage from my bust. 30F is equivalent to a 36D-big, but not ridiculous looking. You'd have to have a really huge chest [think 34K] that is natural to look unnatural. Most peoples' boobs are bigger than they look.
