He's almost 12 and does it when I'm not home. It's annoying because I usually clean it. Is this just a younger sibling thing?

How could you even question whether or not this is normal? Unless he's intellectually disabled NO it's not normal and I'd suggest you get your parent/s to deal with it, plus put a lock on your bedroom door.
