Is it normal that my brother fans his farts at people

ok so is it normal that my brother farts and blames it on me? he will walk near people, fart and blow it towards them and run away and it looks like it was me. he's 12 and my parents say "he doesn't know better" so yesterday he had his 12th birthday party and invited 12 friends so I was walking them to an Ice cream shop and once we got there I sat down and one of his friends, jake, sat on my lap and farted they all ran out leaving me to pay for 12 cups of over filled ice cream with my own money, which came too $139 (they were supposed to pay) when I got outside jake was sitting down and farted in his hands and shoved it in my face. all the boys claimed he had beans before he came. since I was in charge of the party I had to participate in the party games such as wrestling, smell that breath, and video games. but I guess camerons party was success, so is this normal and is it a phase or will it last forever?
