    Well i'm a guy and i wouldn't think not making out. Well guys don't make out for a number of reasons.
    1.bad breath(im not saying u got it..jus a reason -.-)
    2.he is not that into you.(most probably not the case)
    3.THIS IS HIGHLY PROBABLE-making out is just gonna make him hot and hard. I guess he doesn't want to embarrass you but getting a boner and you not wanting to do it.

    I'm with pers on this one.

    I usually don't like to make out unless it's going somewhere else. I wear skinnies and getting Randy in em hurts unless I take em off asap.

    Or maybe he just doesn't know how to make out?
