When we were friends he was horny about me all the time, then he asked me to be his girlfriend but a month later he wouldn't even touch me. We broke up and then again he was all over me, then we got back together and we don't have sex anymore.

    Yeah.

    Just decide if he's right for you. You might be better off as friends or FwB, or maybe you shouldn't really talk to him any more. It's up to you to decide that.

    He's probably afraid of commitment or of the burden that a serious relationship could become, and you shouldn't let him use your body as a mere object of sexual pleasure.
