Is it normal that my boyfriend checks out his sisters?

My boyfriend(23)and I(19 yrs old)have been going out for 4 yrs he used to share a room with his two sisters so I never went over to his house before but now they moved into a new house a while back. His sisters age 18 and 19 walk around in bras and underwear the 19 year old actually walks topless and with a thong I've notices my boyfriend stare and told him something he says he can't help it because their butts are hanging out and he hates it but he even STARES when their dressed in short shorts and revealing tops(which is normal to go out at night) when the sister walks in front of us naked one time I told his sister to cover up and she just said he's my brother I'm not gonna sleep with him and I agree but he always looks at their boobs and butts which to me is saying he looks at them sexually too cause in my opinion you shouldn't even acknowledge your sisters have that lol anyway is this normal??? Any of this lol or should I dump him

    You're living in a dream world if you think ANY red-blooded straight man is going to NOT notice when teens walk around wearing nothing but thongs.

    Yes they should cover up but ... they know exactly what they're doing to him. They're trying to sexually frustrate him for fun... or to get him to do things for them. And they know they're winning when they see his eyes feasting on their breasts, or if he tries to cover up his crotch to hide his erection.

    @ volozi My boyfriend does exactly the same thing.its really making paranoid. When you look at ypur cousins butt wht goes thougj ypur mind.? Is it just a look. My boufriend always stares at hi sisters butt. I dont know why amd i cant confront him about it because he for sure will get angry.! :-(

    Well I know a man can't help but look but staring and it's your own sisters I dont understand...but I've tried to tell them they laugh say your crazy he wouldn't look at us and I'm not gonna sleep with him and it's my house ect ect so I guess nothing can be done
