Is it normal that my blood pressure is 131(s) over 70(d)

I checked a chart, and it said I'm borderline for high blood pressure. I am however wondering why my diastolic would be 15 points lower than what it should be. Anybody have some answers that could be helpful to me at this time. I am 19, and female as well.
