At school my bestfriend started going out with this boy I liked but recently he been looking at me and toucing my but a lot. Is it normal? Should I ask him out or willit be akward?

First of all, don't place romance before friendship. It is very disrespectful to your friend to pursue someone she is with or has been with. You sound like you are very young and honestly, I don't think you are mature enough to handle a relationship.
Second, no, he doesn't love you. If he did, he would be with you, not your friend.
Third, it is complete and utter idiocy to think that a man who would treat you in such a disrespectful manner (yes, he has a girlfriend so it is disrespectful) would do you any better if he was with you. If your friend dumps him and you get with him, what's to stop him from doing to same to another girl?
Leave him alone. Tell him to stop. Tell your friend. He is a cheater and he is disrespectful and you don't want him.
IT'S YOUR BESTFRIENDS GUY!! NOO!! Who cares if you previously had feelings, he chose your bestfriend even I it's over you shouldn't he never picked you first. Also some friend you are if you'd let this boy get between you an your bestfriend. Come on.
