Is it normal that men stare at my small feet?

I am 5'9" tall and inherited my mother's small feet, even though I am fairly tall. I have size 5 feet and I am uncomfortable about them because men stare at them all the time, especially in the summer when I wear sandals. I like to wear toe nail polish and perhaps that makes it worse, but I like wearing polish.
Is it normal for men to do this? Why do they do this?

    I know some girls with really small feet. Two of them have really cute feet, and one of them has very disgusting feet because they look like raisins. So you never know what people are thinking.

    Because they think your sexy AF give them some attention too if a guy likes your feet he will always love you if you get with him he will worship you and caress your body and legs and feet at night and rub you to sleep and rub you all the time I love feet and that's how I am I will hold you and give you back and ass rubs all the time if you wanted :)

    I was staring at some girl's feet on the subway she was wearing black leggings and brown slippers her feet looked so sexy and I could see the cute little veins on her right foot I just wanted to lick it slowly and smell how sweaty they were from her walking around.

      I don't have eyes in the back of my head, so I don't know if they stare at my "arse".

      Probably because size 5 feet are unproportional to 5'9". I'd rather someone stared at my feet than at my... sorry, I have gender dysphoria.
