Anyways. Yes, it's normal because of your hymen. It's at the point now where it hasn't been stretched or broken. Or maybe it's thicker than average. Do a little google search on types of hymens. Sometimes they cover the whole opening. Can you use tampons without pain? If you don't care about breaking it, just keep trying to penetrate. Either with fingers or toys or objects. Eventually you'll stretch it or break it naturally.
