Seems a bit extreme. Other extreme solutions include committing suicide so you can no longer hear the dogs, or detonating a thermonuclear device to stop your town existing.
Less extreme solutions include talking to the neighbour, wearing earplugs, or ignoring it.
Don't talk to the neigbours. just poison the dogs.
people who let there dogs bark are not the type of people who can listen to reson just kill the dogs job done. get all your old meditacions amd mix them into meat balls lop over the fence bye bye barking dogs, Never tell anyone you plan .........ever

i have a foolproof method to shut them up, wait till neighbor is out and no one can see you, get a water gun or hose and look over the fence, when they bark squirt them and say no, dont say it loud just quietly so they will respond to a quiet no later, only squirt when they bark tho, do it every day and one week later all is quiet at your house, but warning some dog owners are selfish and they dont realize this is a good training method , do not tell anyone good luck
Put some ex-lax inside of a hotdog or something else cheap and tasty and chuck it over the fence. Bark=shit themselves uncontrollably, so they tend to decide against barking. That's just a temporary solution though.
Depending on how safe you feel, just go over and knock on the neighbor's door every time the dumb dogs bark and annoy them as much as the dogs annoy you, maybe they'll do something about it. You could also file noise complaints, keep at it til you get results.
