    how hard you're trying, if you're only doing oral (some men only orgasm from vaginal or self-touching), or if he's just not in the mood

    No? Not if you're regularly giving him head or handjobs. Hard to say whether it's your fault or his as you haven't given much detail but I'd talk to him and ask him to show you what it is you want. I'd also ask him if he has a problem orgasming when he masturbates.
