Is it normal I've fell in love with my foster cousin? I love her as a cousin and I think she's sexy, too. Plus, when she smiles I feel a weird feeling up my spine like its pleasure. Should I tell her how I feel? Should I tell her in the upcoming family BBQ?

I say there is absolutely nothing wrong with it. Sometimes blood cousins fall in love and I recently found out that it is legal for cousins to marry in about half the states. In your case however you are not blood cousins and I see no reason not to actually have a relationship and the family should be able to understand that. The big question is how does she feel about you? Remember she may not feel the same. To answer your question I would say you should tell her. If you don't, it could possibly haunt you for the rest of your life wishing that you had. Almost everyone has some kind of regret in they're past wishing they had done something they did not do, especially where love is involved. She may not like you back the same way you think you do her, but it may be harder to live with the regret of not coming forward to find out than finding out she don't feel the same. It's up to you to choose the place and time, but I think it is better in person.
oh, I love unusual relationships! (as long as its not incest or pedophilia or something!) but still, You can love someone deep inside your heart and nothing is wrong with it.
Because she is not technically a blood relative, your like for her is totally ok! However, some may not like the idea because you two are "supposed" to be family and your frame of mind should reflect as that!
I don't know if that's ok or not...I...I just don't...It isn't incestual...is it? Love her as a cousin...if you loved her as a cousin surely you couldn't really bear to think of her in a sexual manner?
