Is it normal that i see weird stuff in my vision

Ok so when i look at a blue sky sometimes i see millions of little specks quickly darting all over my vision, its hard to describe. Imagine a pond completely swarming with tadpoles, can you imagine them moving over each other quickly, sliding around, darting to and fro. Now imagine this translucent in front of the sky or any brightly coloured object like a white wall. Is this normal?

This is known as Blue field entoptic phenomena. What you are seeing is basically the white blood cells coursing through the tiny veins in your eyes back-lit by the particular shade of blue light of a daytime sky.

It is totally normal but most people don't register it.

Sounds like oxygen deprivation. See a doctor.
