Is it normal that i say i'm sorry even though i'm not actually sorry?

So I tend to apologize even though I don't actually feel sorry. Someone can get mad at me and i'll say sorry but I won't actually mean it but i say it anyways. It's irritating because usually the people i say i'm sorry too actually owe me an apology but yet I'M always the one saying i'm sorry.
