    I think wanting to give oral rather than actual intercourse is totally normal, however.. 12 and 13 year olds? no...just plain NO. I know in recent years, pop culture has driven girls that are younger to want to be more mature and dress and act like the 18-22 year old skanks they see on tv, but It's really not normal to be attracted to young girls, and you can tell, or you wouldn't have noticed.
