Is it normal that i may be witnessing assault and don't do anything?

You see, everyday I walk on a certain route in my neighborhood. On that route, I always see a guy and who(m?) I believe to be is his girlfriend. What I notice is that the guy is sorta harrasing the girl. When I get really close to them, I hear them talking like in a serious way, as in kinda like the girl is being hurt or something. If I'm far away, I think I even see the guy push his girlfriend. Not in a playful manner, but in a serious way. I feel guilty about not doing something about this. What should I do?
I know you can barely understand this, its because a lot of things are going through mind while I'm writing this.

    It could be a brother and sister and he's just nasty!

    I don't know, this is really hard. You have no proof and unless she has any physical injuries she will probably deny it to the police. If she wants out of that relationship she will have to do it herself.

    However, why not just say hello to them as you pass and let him know you are paying attention to his behaviour? A bully hates to be caught on bullying.

    It's normal, but still wrong to do NOTHING. I wouldn't personally get involved, but you should at least call the police if you think something is wrong.

    Well most likely u could get urself in big trouble for a stranger,but thats called humanity!!Yes inform the police and let them handle it,if they do nothing about it ,then well at least uve tried.Trust me ull feel alot better after doing sOMETHING about it!This world would be a better one if there where more people like u

    "When I get really close"? If you make the effort to sneak up to your neighbor's window and turn his private life into your own personal reality show, you might as well follow through with calling the police or knocking on his door and administer a little vigilante justice (if you think you have the balls. Or ovaries, depending on your gender). Otherwise, it appears to me as if you are exploiting this woman's pain for your own selfish enjoyment which I find rather sickening, despite my username.

    Write a letter to someone you know and trust (Teacher / Principal, Doctor, Lawyer, Municipal Councillor, Preist / Minister, Sheriff / Police Officer [last resort] or other person in a position of Authority), detailing what you have witnessed.
    Be certain to ask for them to do a follow-up if an impropriety has occurred.
