She should tell her uncle anyway. What her cousin is doing is sexual harassment since she keeps telling him she doesn't want sex.
I agree that the cousin is harassing her. If he was just some kid at school, I don't think she should hesitate to make a formal complaint.
However, we're talking about family here. We have no idea what the relationships are in the family, but she's obviously been reluctant to make an issue of the harassment and there must be a reason for that.
Who knows? Maybe the uncle is a physically abusive bastard and she knows the cousin will get beat up if she tells the uncle about his approaches. It's possible she doesn't like the cousin all that much, but she also doesn't want to see him bloodied and bruised.

I think the biggest issue is that it's her cousin. Ever seen how it can go really wrong quickly? Imagine if he starts blabbing his mouth that he had sex with his cousin and her parents find out. She is better off finding a one night stand with a random stranger. Well, unless you are like my friends who are all okay with incest. Apparently, it isn't as taboo in Asian countries like in USA. Hell, my friend married his cousin who's 6 years younger.
