Current boyfriend: I certainly wouldn't like some guy I barely know making lustful motions at my girlfriend. Even then, I would fear they were doing something weird behind my back. Of course I would feel the need to assert myself in this situation. Mark my territory and let it be known that I was here first.

Bestfriend: well, I like this girl and I want her. Of course I can't have her unless I break her away from this other guy. He obviously doesnt like me, so stealing his gf wouldn't change that.

Your bestfrind is deploying passive aggressive strategies. If he really loved you, he would wait forever. If you break it off with your boyfriend, your relationship with your best friend will last a fraction of a second, then self destruct with drama from your ex.
When you and your current boyfriend do break up, do not go straight to your bestfriend, you will regret it! Give it time, even if he pressures you, give it at least a few weeks. The most comment mistake people make is to hook up with the first shoulder they can cry on.

I think you should pick your friend. If your boyfriend is all over you while your friend is around, it shows that he is insecure and sees your friend as competiton so he dangles what he has over Joe in his face, which is you. If your boyfriend is so insecure that he has to kiss you and hold you and be all over you just to feel like he has something over your friend, all he is going to do is drag you down. So pick the friend. He is real, and he is confident in himself.
