When you say shrivel, do you mean it gets wrinkled up? Mine does, even after only being in the water for a short while. I tend to take short showers instead of baths to avoid it. And when I swim, I'm so busy swimming I ignore my hands. You can completely stop this but you can help making it less wrinkly by making sure dry your hands thoroughly under a warm hand dryer if there's one at the swimming pool after your swim (that will help to dray the water out) and just regularly apply hand cream during the day to replenish the skin (especially in the winter if you have dry skin)
It's not normal to hate water. But everyone's skin does this in prolonged exposure to liquid. When the skins natural oils get washed off, it allows water to penetrate top layers of skin, causing them to wrinkle. It is an autonomic nervous system reaction, mainly thought to give your fingers better grip when wet, like treads on a car tire.
