So I'm 17 almost 18, and I like this girl who is 13. Is it legal for me to be with her? Also she grabs me all the time, but I'm not sure if I'm able to grab her. What should, could, or can I do here?! I'm very confused. I know society doesn't appreciate this, but I can't help it!! :(
Does being with her include sex? That somewhat changes the answer.
What you should do is tell her to leave you alone, no matter how flattering her advances are.
Laws vary from country to country - but in the majority it would be entirely illegal for you to be with her sexually. Regardless of the law, 4 (almost 5) years is a big deal of difference at that age. She's just beginning puberty, you're at the tail end of it. Any kind of relationship beyond a platonic one (friendship) is a bad idea.
Acting on such attraction will likely end up with you ruining your life for a fleeting moment of fun.
Far better to gently let her down, and move on. It might hurt both of you, but it's the most sensible and rational option. Let your head override your heart.
I wouldn't want to discourage you if you both really like each other, but you should probably wait a few years before trying to pursue that relationship.
The problem is not the age gap or your feelings for each other, but that she's still too young.
Not only is it illegal in most countries, but she's not mature enough yet for a serious relationship.

If she's not that important to you, find someone else.
Although its flattering no doubt, and some girls can be quite well developed physically by a young teenage age, they are not emotionally developed yet and are quite naive. This means that this attraction is quite one dimensional, regardless of what the laws are in your country. You are better off on both fronts seeking out a girl closer to your age, the relationship will be more real and less risky.
If she continues to grab you I think you should gently tell her that she's to young for you and her advances are inappropriate, but make sure she knows it's because of her age, not because you find her annoying, immature, unattractive etc. Good luck.

Be realistic. You are a horny male and your hormones are running wild. No matter your intentions, nobody is infallable and you run the risk of making a serious mistake.
The worst thing is what you could do to HER. The reason the punishments are so harsh is because you could do her serious emotional damage, girls that age do have crushes, what you are both looking for will vary wildy.
Don't do it. Be there for her as a friend and she will move on. If she doesn't, date her when she is LEGAL and mature enough to cope with a relationship.
Just get her to sign a non disclosure agreement and ya'll'll be golden. Just get her to trick her parents into cosigning it to make it lawful.
