Is it normal that i like my best friend

Me and my friend have been cool since fall semester. We 've been friends for almost a year. I started off liking him but that didn't go anywhere so I dropped it. We became closer on a friendship level. He was always there for me and I was always there for him. I dated other people and so did he. We remained good friends. We talk everyday. Especially since the summer started. We talk on the phone every night for hours at a time. He text me "good morning" the very next day and everything. My feelings came back and I let it be known. He said he liked me too but never really did anything after. He distanced himself from me for a day and then things went back to normal. Im confused. He told me not get romantically involved with anybody last night on the phone and I was confused. I know i have these strong feelings and desires but Im scared to speak out because I don't want it to ruin our friendship. I dont know what to do. Is this normal?
