Is it normal that i hate those who put people down for their achievements?

Whenever someone achieves something, some people have to put them down. My suggestion is probably that people are jealous of them achieving something.

Its just dumb and outright dickish of them. Which is something that I have established.

Is it normal to feel this way about other people?

Yeah I don't like those people either. In my case it's my cousins saying that they pity me for saving money instead of spending it, they pity me for having a job, they pity me because I don't look as Hispanic as they do. Funny thing is when I thought about it I remembered that none of them have or want jobs, they waste their money on drugs, and none of them have a good credit score. I'm guessing it's jealousy. XD

Pray for them, those people are hella messed up, and a lot of them probably have undiagnosed personality disorders as well as more issues than National Geographic.

... but you're right about those people being jealous, people like that tend to be very transparent. I'm glad that you can spot them.

Not sure, I’ve never actually felt very jealous of another person for some reason.

When I see someone else achieving things I usually try to one up them but I respect others’ achievements and don’t put them down for it. Unless they’re one of those people who thinks that getting out of bed and showering is something to be proud of.

Some people can't help viewing the world as a zero-sum game: if someone else 'wins', that must mean that they've lost.

You're right: it is a stupid response to someone else's success. Being preoccupied with how others are doing in their life means you have less time and attention to give to your own life. Putting others down only makes you look better in comparison inside your own head - as far as others are concerned, it just makes you look like an immature, insecure dick.

A much more positive reaction would be to think, "Well, if they can achieve _that_, maybe that means I could do even better in what I'm interested in if I really try."
