I'm 27 and I personally think it's very normal. I fell in love with my boyfriend the first day I met him.. and he did, too. It took him less than a week for him to tell me he loved me and I said it back. It's been about 6 months and we're still super happy together and never even argue. I love him more every single second and we truly believe we're soulmates.
I think it's absolutely stupid for people to put a time stamp on when you can feel or tell someone you love them. Love isn't something that's controlled, it's a feeling. And some people tend to be more emotional than others.
So if you found someone that you feel like you love and you know it's genuine, you have nothing to be worried about. Like they say, it's better to have loved and lost than not to have loved at all.

The only problem is, you're making a serious statement to someone you don't know well enough to love, thus making it more of a commitment. Then when you do get to know him fully on many levels, and realize he's not what you're looking for, you'll have to take back everything you said.
