Is it normal that i can't really breathe in a lot of wind or steam?

If there is a lot of wind blowing in my face or steam I can't breathe it in and I start choking. I went on a ride in Disney once and dry ice steam came down from the ceiling and I started to choke, everyone else was fine. I later googled dry ice steam and its harmless, so why did I choke? Is anyone else like this?

    Happen to me all the time it's kind of scary not being able to breathe, knowing there's plenty of air blowing into your face! Not to mention annoying!
