Is it normal that i can't climb out of elo hell?

I give up. There's no way to simply climb out of ELO Hell. I wanted to do it the "fair" way, by myself (not with a friend, since this kinda defies the purpose), but after playing 200 games I came to the conclusion that this is impossible. It's impossible to gain ELO when the other players seem to exist only for the sole purpose of dragging you down even further. I admit it, I'm not that great, but seeing others who play as poor as total newbies pretty much sums it up. I'm sure you all have seen this, because I see it nearly everyday.
To me, it looks like this:
Each player is worth 1 point. When someone does not fit into the right team composition and yet plays rather well he's worth 0,8 points (because there's simply no synergy between him and the other players). When someone is smurfing, then he's worth 1,5 points.
However, someone who constantly dies is worth -2 points. Such a person is able to ruin an experience for an entire team that is supposedly much better than their opponents simply by sucking at this game.
There's just no way around it. You can't win when even one player keeps on dragging you down and make the job for the other team easier. No matter what you do, this player will keep on being useless while insisting he's not. Why aren't these people banned or dropped somewhere where they should belong? How come you can punish such idiotic reason as "bad language" and yet something like "troll pick" is left unpunished, even when it's so clear that you have no chance of winning the game with this team composition?
What kind of play style should a player like me employ if I want to win? There's no guaranteed method. I have my "mains", but even playing my mains won't do any good when someone else in my team openly refuses to cooperate. You might just say "play Medic" but it's not so easy, you know? It's not so easy when you have things like three Spies and three Snipers in one team, who I'm supposed to uber then? Even when I uber that Spy we simply have no enough damage to take out that double sentry nest while being pushed away by Pyro. And then I get yelled at by others because I just "wasted an uber". Don't get me wrong, we need Spies and Snipers but there's reason why aren't they labeled as "offensive class". Maybe this team composition could work, but not when we have this Demoman meta. I can't see the reason why someone would think that having a class that can deal tons of AoE damage and deny an access to certain areas should also be much better at capping the intel than Scout, who was designed to this purpose! Not only that, with Pain Train he can now cap points as fast as a Scout! And the method he uses to kill you? He just spams projectiles, or, if he wants to show a tiny bit of skill, he'll just stickyjump to you and then he will behead you with Half-Zatochi. That restores all of his health on kill. If that isn't overpowered, I don't know what is!
And the game passivity? You made a couple of changes in order to prevent that, and yet dat engineer update. You released something that encourages even more passivity (Wrangler), because now you can not only turtle in one place, but also snipe everyone you wish while being healed by lvl3 Dispenser... you know, even someone who is ranked this low can tell that wasn't a good change. The games become an endless stalemate until someone will lose faith in his team and simply will keep on trolling or leaving the game completely.
If you want your game to have any kind of competitive play that would be more appealing than a truck full of dead babies you need to change something. Either punish the bads more or give us more power to carry our games by good play. I think that a skilled player should have more impact on the opposing team than an unskilled one. Not the other way around.
