Is it normal that i can flirt with anyone unless i like them?

I'm 18 years old, and I have always had this thing where I can be an awesome flirt with any guy who I think is cute, but I get really nervous and don't know what to say when I actually like the guy. I am very confident and outgoing with strangers, or guys I know but don't have a crush on, but when I talk to someone I like I stutter and say random things that don't even make sense. Is this normal?

    Completely normal.

    For me it's like this but with a gender difference. I can flirt endlessly with guys and put off this 100% confident aire but the second I like a girl I'm reduced to babbling shy teenager mode instantaneously.
