Is it normal that i call thongs shoes?

I went to America and forgot my shoes, thongs so I went to a shop and asked if they had any, the shop keepers just looked so shocked and I couldn't figure out what was wrong, so I just left. is that normal?

    Thongs are the same things as "flip-flops" or even "sandals" but calling them "shoes" is a bit of a stretch. In my country, it's illegal to drive wearing them.
