Not normal or healthy. You should try out for an episode of My Strange Addiction. There have been people on there who eat chalk, toilet paper, detergent & other non-food stuff.
You know soap is a petroleum product, right? its oil based anymore, with the exeption of Amish-made lye soaps. because of this, soap tends to leave a film on the skin and would be a problem for the teeth. the soap also would not cut through plaque very well.
A more effective way to clean a toothbrush would be to use something alcohol based, like listerine or rubbing alcohol, followed by a thorough rinse.
Also, every few weeks, i would boil your toothbrush in water for a few minutes, followed by a cold water rinse.
