This petite woman I know has boobs that often look smaller, like A-cup and then I see pictures of her in her 20s and they look C-cup. She now has kids, so I figure they would look bigger after pregnancy. Is it normal they look smaller now? She's still petite size and I'm sure no medical procedures.

If she's had kids and especially if she breastfed them, her breasts are probably flatter than they used to be, which happens to most of us women as we get older anyway
Alternatively, maybe she just wears different bra's on different days - does it really matter?
