Is it normal that he doesn't show his face on cam

Hi. My name's Taylor and I'm turning 20 in 5 months. Almost 3 years ago I've met this guy online. I was nearly 17 at the time and I want you to know that he's 9.5 years older. Both our cams were on, i could see his hands and body but that's it. He's a singer and musician so he played some songs for me. I decided to add him on Skype. Long story short, since that day we've been talking every once in 2 weeks. I do enjoy our conversations and we've grown pretty close. I kinda fell in love with him but he doesn't know.He lives about 60km away from me so i thought it'd be cool to meet but he thinks it's ''weird'' and that it would be awesome if we meet after talking 15 years or something like that wtf?

Since we've been talking for such a long time, I asked him show me his face. But he refused. Almost 3 years. He did send me some pictures on Snapchat and they were real since I asked him to do certain signs so i could be sure.

I think he's handsome and I told him that. But he doesn't seem to believe me? why would he hide his face from me???? Because he's not confident enough? At first he said that he didn't wanted to become too attached but i mean we've been talking for almost 3years now? Kinda late for that no? What could be a reason pls help?
