Is it normal that he doesn't cum

Okay so I'm giving my boyfriend a hand job and he is really enjoying it but tells me he eventually got a hold of himself so he wouldn't cum in his pants.. So when he realized he could control it he just sat there and enjoyed it.. I mean what do I do in that type of situation? Just stop? Does that mean I'm bad at trying to satisfy him or is it normal?

Not at all (if I understood you right). With guys it's a one shot deal usually - so after you come it's game over. He's learnt to hold back so he can enjoy it for longer that's all. Look at it this way - if you weren't pleasing him his dick wouldn't be hard so you must be doing something right!
What do you do in this kind of situation is you encourage him to come after a reasonable length of time. Take him over the edge by saying things about how much you want to see him come, how much it turns you on and stuff. That way he'll want to pop for you.

I used to do this for the fact I would hold back until sex. My girl would try her hardest to get it off and actually made everything fun and good. Anymore I can get off and 2 min later be ready for sex.

There's a certain tolerance threshold that can be built up where you almost reach climax and then turn it down a little and slowly bring it back up to almost climax again and this can be repeated again and again. So you get the feeling of multiple almost orgasms, (the beginning of the 'rush') and then once you do climax is does tend to be a lot stronger. It sounds like he's doing something similar to this, but without the climax so he's still getting the 'rushes' but avoiding the mess. Unless he's telling you not to even start, then I wouldn't think it's a bad thing or abnormal.
